Dedicated workshop to form an official addendum to the conference programme, translating CBAM electricity requirements into practical roles, procedures and evidence flows for renewable producers and industrial buyers
Clarion Engineer has become an OIE Serbia Knowledge Partner and will bring its developed CBAM Verified Electricity Playbook to the market through a dedicated specialist workshop organised as an official addendum and integral part of the RES SERBIA 2026 conference programme.
The initiative is designed to address an increasingly important challenge for Serbia and the wider Southeast European electricity market: how renewable electricity producers, suppliers and traders, industrial buyers and EU counterparties should organise electricity transactions, data flows and verification evidence when electricity becomes relevant to the EU Carbon Border Adjustment Mechanism.
At the centre of the workshop will be Clarion Engineer’s CBAM Verified Electricity Playbook, which has already been developed as a practical operating framework for electricity market participants.
Rather than presenting CBAM only as a regulatory or carbon-accounting issue, the playbook translates the framework into commercial, technical, MRV and pre-verification procedures that can be implemented within real electricity supply relationships.
The workshop will use the playbook as its working methodology.
From regulation to market procedures
The introduction of the definitive CBAM framework creates a new level of interaction between electricity markets and industrial carbon reporting.
For renewable electricity producers, it is no longer sufficient in relevant applications to consider only how electricity is generated and sold.
For industrial buyers, purchasing renewable electricity does not in itself resolve the question of how electricity-related information will be incorporated into a wider CBAM evidence structure.
The practical challenge lies in connecting the two.
A renewable generator may hold generation and SCADA data. A supplier or trader may hold contractual, nomination and settlement records. An industrial buyer holds consumption and production information. Environmental attributes may be administered through separate systems, while the EU customer, CBAM declarant and verifier may ultimately require evidence generated across several of those organisations.
The CBAM Verified Electricity Playbook was developed to map that complete chain and establish how responsibilities, datasets, contractual obligations and evidence should move between participants.
Its core principle is that a CBAM-ready electricity transaction must be considered as more than the delivery of megawatt-hours.
It is also a controlled transfer of data, traceability and evidence.
Part of a wider CBAM playbook architecture
The Verified Electricity methodology forms part of a broader suite of tailor-made CBAM operational playbooks already developed by Clarion Engineer for participants across the EU import and industrial supply chain.
These include dedicated playbooks for EU importers, designed to structure supplier engagement, data requests, evidence collection, embedded-emissions review, importer controls and preparation for the obligations of the definitive CBAM period.
Clarion has also developed a dedicated framework for EU authorised CBAM declarants, mapping the operational responsibilities of the declarant from supplier onboarding and emissions-data intake through evidence validation, record keeping, internal controls and preparation for external verification.
For industrial exporters, Clarion has developed sector-specific playbooks for steel and aluminium producers exporting into the European Union.
These methodologies extend beyond finished products and include the treatment of precursors, reflecting the need to trace embedded emissions through the upstream production chain rather than considering only the final exported good.
The steel and aluminium playbooks therefore address the collection and control of information covering production installations, direct and indirect emissions, production quantities, electricity consumption, precursor materials, supplier data, emissions factors, supporting evidence and the transfer of verified information to EU counterparties.
The objective is to create a complete supplier-to-importer evidence chain in which the origin of every material emissions figure can be identified and tested.
Designing pre-verification around the verifier’s perspective
A distinctive element of Clarion Engineer’s methodology is the development of detailed pre-verification procedures based on the anticipated working process of EU-accredited CBAM verifiers.
Rather than waiting for formal verification to identify weaknesses, Clarion has modelled the likely verifier workflow and translated it into an internal readiness process that companies can perform in advance.
This includes the anticipated sequence of:
scope and applicability review;
installation and production-boundary assessment;
review of monitoring methodology;
evaluation of source data and internal controls;
assessment of meters and data systems;
reconciliation of production, energy and emissions records;
precursor-data review;
sampling and traceability testing;
materiality and anomaly checks;
evidence-gap identification;
corrective-action management;
and final verifier handover.
The purpose is not to replace accredited verification.
It is to ensure that when formal verification begins, the company is presenting an audit-ready CBAM file, with traceable evidence, documented responsibilities and reconciled data rather than a collection of disconnected spreadsheets and supporting documents.
This verifier-oriented pre-verification approach has been developed in detail across Clarion’s electricity, importer, declarant, steel and aluminium methodologies.
It creates a common logic across the full CBAM chain:
prepare the evidence in the way it is likely to be tested.
A common framework for producers and industrial buyers
The dedicated OIE workshop will bring together both sides of the electricity transaction.
For renewable electricity producers, the playbook addresses the preparation and control of generation evidence, including plant identification, metering, SCADA information, settlement records, generation data, contractual delivery and supporting documentation.
For electricity suppliers and traders, it addresses the critical intermediary role between generator and consumer, including reconciliation between contracted volumes, metered quantities, schedules, settlement information and information transferred to the buyer.
For industrial buyers, the methodology focuses on how electricity procurement connects with factory consumption, internal metering, production processes, MRV systems and the preparation of evidence required for relevant CBAM reporting and verification processes.
The objective is to establish a common framework in which both producer and buyer understand not only their own obligations, but also what the counterparty requires from them and when that information must be provided.
Roles and responsibilities across the electricity chain
A central component of the playbook is the allocation of roles and responsibilities across all participating organisations.
The framework covers, where relevant:
renewable electricity producers;
asset operators;
electricity suppliers;
traders and PPA intermediaries;
balancing and settlement functions;
industrial electricity buyers;
energy and sustainability teams;
CBAM and compliance functions;
procurement and finance teams;
EU customers and importers;
authorised CBAM declarants;
pre-verification specialists;
and accredited verification bodies.
The workshop will examine responsibility through a practical RACI-type model, identifying which participant is responsible for creating information, who is accountable for its quality, which parties must be consulted and which parties must receive the final evidence.
This approach addresses one of the most significant operational risks created by CBAM: individual market participants may each hold correct information, while the overall evidence chain remains incomplete because responsibility for the interfaces between organisations has not been defined.
Procedures at the centre of the playbook
Clarion Engineer’s methodology goes beyond defining responsibilities.
The playbook establishes practical procedures for building and maintaining the evidence chain throughout the life of an electricity supply relationship.
These include procedures for producer qualification and onboarding, industrial buyer onboarding, electricity supply and PPA review, meter registers, data collection, electricity reconciliation, environmental attribute control, monthly evidence closure, data exchange between counterparties, corrective actions, pre-verification and verifier handover.
The purpose is to integrate CBAM-related controls into normal electricity-market and industrial processes rather than reconstructing the evidence months later when verification is approaching.
Particular focus is placed on the connection between contractual and technical information.
An electricity contract may specify the commercial delivery of power, while operational systems record generation, market scheduling, settlement and consumption separately.
The playbook provides a methodology for bringing those information flows together and testing whether they form a coherent evidence trail.
MRV and pre-verification
A major part of the dedicated workshop will focus on monitoring, reporting and verification — MRV — and pre-verification procedures.
The playbook differentiates clearly between pre-verification and formal verification.
Pre-verification is a readiness process intended to identify gaps before information is submitted for formal assurance.
It examines whether the required evidence exists, whether information is internally consistent, whether contractual and metering records reconcile, whether responsibilities are documented and whether each material figure can be traced back to its source.
The playbook therefore introduces a series of practical control points covering:
applicability assessment;
contract and supply structure review;
MRV boundary definition;
metering and data-source verification;
data completeness;
generation and consumption reconciliation;
precursor-data validation where relevant;
evidence traceability;
environmental attribute controls;
corrective actions;
and verification readiness.
The workshop will show market participants how these procedures can be embedded in day-to-day operations rather than treated as a one-off compliance exercise.
Following electricity from generation to industrial consumption
The dedicated session will use practical transaction flows to demonstrate the methodology.
Participants will follow electricity through the full chain:
renewable generation → measurement → PPA or supply agreement → electricity supplier or trader → market and settlement processes → industrial consumption → production process → MRV system → evidence package → pre-verification → formal verification.
At every stage, the workshop will identify the participant responsible for the information, the document or dataset that needs to exist and the point at which responsibility transfers to another party.
This makes the workshop fundamentally different from a standard regulatory presentation.
Its focus is not only on explaining what CBAM requires, but on answering the operational question:
who needs to do what, which evidence needs to be created, and how should that evidence move through the electricity supply chain?
Critical producer–buyer integration points
One of the key themes will be the interface between renewable electricity producers and industrial consumers.
The playbook identifies several critical integration points, including:
PPA and electricity supply contractual provisions;
generation and consumption metering;
SCADA and settlement information;
volume reconciliation;
electricity delivery periods;
environmental attribute treatment;
industrial consumption allocation;
MRV data requirements;
evidence-transfer responsibilities;
document retention;
and pre-verification readiness.
The objective is to reduce the possibility that a producer and buyer conclude a renewable electricity agreement only to discover later that the underlying data and evidence structures cannot support the buyer’s reporting requirements.
CBAM therefore increasingly becomes a matter that should be considered during the design of the electricity transaction itself, not only during subsequent reporting.
Practical outputs for market participants
Because the workshop is based on an already-developed playbook, participants will be introduced to practical working instruments rather than only conceptual guidance.
The methodology incorporates tools such as a market-participant responsibility matrix, producer–buyer process maps, evidence registers, meter registers, electricity reconciliation procedures, PPA readiness controls, producer evidence packages, industrial buyer evidence packages, data-transfer protocols, pre-verification checklists and corrective-action registers.
Across Clarion’s wider CBAM methodologies, corresponding tools have also been developed for importer due diligence, authorised declarant workflows, steel and aluminium exporter evidence packs, precursor-data controls, verifier-readiness reviews and structured verifier handover.
These instruments are designed to give participants a common framework for structuring their own internal procedures and counterparty relationships.
For renewable producers, this can support the development of more sophisticated corporate offtake structures.
For industrial companies, it can help integrate energy procurement with CBAM compliance and decarbonisation requirements.
For suppliers and traders, it creates clearer expectations about the data and evidence that may need to accompany future electricity products.
For exporters, importers and declarants, it provides a structured route from raw operational data to verifier-ready CBAM documentation.
An official part of RES SERBIA 2026
The CBAM Verified Electricity workshop will be organised as an official addendum to RES SERBIA 2026 and will form part of the wider conference programme.
Its role will be to complement the main conference discussions with a focused technical and commercial session for participants that need to understand the operational consequences of the changing European carbon and electricity-market framework.
The format reflects OIE Serbia’s broader role in connecting renewable-energy developers, investors, institutions, electricity-market participants and industrial consumers, while the Knowledge Partnership with Clarion Engineer adds a specialised working methodology for CBAM and electricity verification.
The collaboration also reflects the growing convergence between renewable energy development and industrial competitiveness.
Renewable generation is increasingly being developed not only as an electricity-sector investment, but also as an input into industrial decarbonisation, corporate PPAs, export competitiveness and access to European supply chains.
Towards a CBAM-ready electricity market
The broader objective of the Clarion Engineer–OIE Serbia Knowledge Partnership is to help develop a market environment in which renewable electricity can be supported by a more consistent and professionally managed evidence structure.
The emerging product is therefore potentially more sophisticated than a conventional renewable electricity supply arrangement.
It combines:
electricity delivery + contractual traceability + metering evidence + MRV controls + data reconciliation + environmental attribute governance + pre-verification readiness.
For Serbia, this can become particularly relevant as renewable electricity producers look for long-term industrial offtakers while export-oriented companies increasingly need stronger evidence of their decarbonisation and electricity procurement strategies.
The CBAM Verified Electricity Playbook provides the methodological basis for that transition, while Clarion’s broader importer, declarant, steel, aluminium and verifier-oriented pre-verification methodologies extend the same operating logic across the full CBAM value chain.
By making the playbook the basis of an official RES SERBIA 2026 workshop, OIE Serbia and Clarion Engineer are moving the discussion from CBAM awareness to practical implementation — defining the roles, responsibilities, procedures and evidence interfaces that renewable producers, electricity-market participants, industrial exporters, importers, declarants and verifiers will increasingly need to manage together.
